TURA, Sep 12: The Achik Youth Council (AYC) has submitted a memorandum to the Chief Executive Member (CEM) of the Garo Hills Autonomous District Council (GHADC) on the enactment of ‘The Garo Hills District (Residence Toll) Regulation Act, 1961’ in which the NGO has opined that the Act is being implemented on paper only.
The memorandum was submitted on Wednesday to the CEM, Dipul Marak.
“As per the provisio of sub para (2) of para 8 of the 6th Schedule of the Constitution of India, the ADCs are empowered to levy and collect on persons (outsider/residents from other states) residing under Scheduled Areas. In line of the said provisio, the GHADC has amended ‘The Garo Hills District (Residence Toll) Regulation Act, 1961’ to levy toll/taxes to residents that are assessed to land revenue or to house tax,” said general secretary of AYC, Maxbirth G Momin.
According to the Act, exemptions are provided to people under the age of 18, patients, students and casual visitors.
The NGO questioned the implementation of the Act as none of the duties of tax collection were being performed by the GHADC.
“The Council is neither collecting these taxes nor are the residents paying them. There are thousands of migrant labourers, business men and professional workers residing n Garo Hills but none of them are paying these taxes. Thereby lakhs of money in revenue is being lost and an important act of the GHADC is of no use,” said Momin.
The NGO further urged the GHADC authorities to ensure the levy of such taxes for the betterment of the GHADC.
