SHILLONG, Jan 07: Former South Shillong MLA and BJP member, Shanbor Shullai filed an counter FIR against CSWO president Agnes Kharshiing and TUR member Angela Rangad stating that their action is ill motivated, slanderous and defamatory, orchestrated to defame and blemish his image in the public eye and amounts to criminal defamation which is an offence punishable under Law.
This FIR came as a counter FIR days after Kharshiing and Rangad filed an FIR against Shullai accusing him of nepotism based on RTI findings.

They accused Shullai of violating Section 13 of the Prevention of Corruption Act “which lays down that if a public servant, by corrupt or illegal means or otherwise abusing his position obtains for himself or for any other person any valuable thing or pecuniary advantage, he would be guilty of criminal misconduct.”
In the FIR, Shullai stated that ‘a Member of the Legislative Assembly is not a Public Servant more importantly when he is not holding any public office particularly in the Meghalaya Legislative Assembly.’
He further stated in the FIR that the Meghalaya Legislative Assembly as required has appointed numerous employees; all were recruited through due process of law as per the rules and regulation of the service rules.
“There are presently more than 300 employees in the Assembly. Hence, the policy to question only the appointment of my near and dear ones is highly vindictive as I am not the appointing authority to any post in the Meghalaya Legislative Assembly,” Shullai stated in the FIR.
Expressing shock and dismay, Shullai said, “It is unfortunate and utterly shocking that a false FIR was filed against me, with the propaganda to demoralize the people of my constituency in casting their votes in my favour”.
Alleging political foul play, Shullai said, “The occasion that they have chosen to file the RTI and the complaint clearly shows the intention is deceptive, and the sole motive is to crumble my opportunity of being re-elected as a Member of the Legislative Assembly in the upcoming Assembly Election”.
“The complaint filed by Smt. Agnes Kharshiing and Smt. Angela Rangad is false without any substance and politically motivated in collision with other Political Party,” Shullai added in the FIR.
