KHADC not to wait for government on VAB

SHILLONG, Nov 08: The Khasi Hills Autonomous District Council (KHADC) has decided not to wait for the state government but rather to pursue the matter of the KHAD (Village Administration) Bill 2015 that is pending with the Ministry of Home Affairs (MHA) on its own.


This decision was arrived at during an executive committee meeting of the ruling People Democratic Forum (PDF) in the KHADC held here on Wednesday.
The follow up action according to the executive committee will be either by sending a representation to the MHA or by appointing a team of MDCs and officials to lead a delegation to Delhi to seek clarification on the status of the VAB.
The KHAD (Village Administration) Bill 2015 was passed by the KHADC to empower the traditional institutions and their heads within the jurisdiction of the Council.
“The executive committee has decided to take the responsibility of follow up the matter without waiting for the state government which has taken things very likely in the past two years,” the Chief Executive Member (CEM) of the KHADC, PN Syiem said after the meeting.
Syiem also informed that the KHADC had already submitted its replies on the 12-point queries raised by the MHA to the state government.
“Actually it is the duty of the state government to follow up the matter with the MHA but unfortunately till today the state government has not even inform the KHADC on the status of the VAB,” he said.
It may be mentioned here that several protests have been launched by a body of traditional heads – Synjuk Ki Nongsynshar Shnong Ka Bri U Hynniewtrep (SNSBH) demanding for the immediate passage of the Village Administration Bill to become an Act.
Last year, the state government during a meeting held with the delegation of the SNSBH had informed that the MHA had raised queries on the VAB and that the KHADC had also submitted its replies on the matter.
However, Syiem said, “Till today all of us are still being kept in the dark with regards to the VAB.”
Informing that the issue of illegal encroachment was also discussed during the meeting, the KHADC CEM said that the EC has also decided to convene a meeting with all the traditional heads to discuss and accordingly take decision on the matter.
