SHILLONG, AUG 07: The woman who was allegedly manhandled by South Shillong MLA, Sanbor Shullai on August 4 last will seek the intervention of the Meghalaya State Commission for Women in an effort to ensure that she gets justice.
“I will approach the women’s commission for necessary intervention into the matter,” Haviva Passah said here on Monday while appealing to other women’s organizations to ensure that justice is served.
Passah, who had also lodged an FIR against the MLA meanwhile alleged that police have also refused to support her complaint.

“They (police) told me that if I filed this FIR, Shullai will also file an FIR against me for attempting to murder him – which he did in fact. I told them whether they are for there for the people or for Shullai,” she said.
She also questioned whether it was possible for her to dare attack the MLA, who was also a former footballer, and if such incident did happen as alleged, then what prevented Shullai’s Personal Security Officer (PSO) from arresting her?
In her FIR, Haviva had informed that on August 2, at around 7.30 pm, the MLA along with his PSO and driver went to her guest house and shouted at the guests and candidates who came to appear for the Army recruitment.
She also alleged that Shullai snatched the documents pertaining to the Guest House from her brother Micky Passah and when he protested, Shullai’s driver assaulted him.
On August 4, Haviva went to the residence-cum-office of the MLA to discuss the incident and said that Shullai instead shouted at her, indecently abused her and even outraged her modesty.
“Shullai, in fact is like my brother, I had also assisted when he was sick and hospitalized in Delhi. I had gone to his office to discuss the matter, he instead shouted and pushed me outside in which I was about to fall down,” she said.
Denying Shullai’s allegation that she was drunk when she met him, Haviva said, “I come from a respectable family and medical report of the doctor clearly stated that there is no smell of alcohol from me on that day. I was also injured from my upper lip.”
She also alleged that the MLA out of “jealousy” is trying to take away her livelihood by harassing her and her family on seeing that the guest house she is running is doing well.
The ‘Four Stay Four Seasons’ guest house is located in the same building where the Raid Laban Sports and Cultural Club is having its community hall at Bishnupur behind Sankerdev College.
Stating that the top floor of the building was leased to her by Shullai for a period of five years, Haviva said that for the past one year, everything was going on smoothly and that she deposited the monthly rent of around Rs 50,000 regularly in Shullai’s personal bank account.
“If he (Shullai) is trying to snatch away my livelihood in this way, I will stand and fight till the end because it won’t be easy for him,” she said.
Reacting to a query, Haviva said that since there was a recruitment rally by the Army, many candidates have flooded towards the guest house for accommodation. Out of 11 rooms, she said they have decided to give four rooms for the candidates of the rally.
Her brother, Mickey Passah however said, “He (Shullai) suddenly came to the guest house and asked me why I have given accommodation to non-tribal. I told him why shouldn’t we as there is no policy which says that guest house is for local people.”
He said that the frustrated MLA also went and kicked the plates of the candidates and also started to break in the rooms of the guests and even threw their luggage outside besides cutting off the electricity to the guest house.
“Shullai however did not dare to break in one room, when I told him that the guest was a relative of an SP from Garo Hills,” he said.
In his counter FIR filed with the Laban Police Beat House, Shullai, said that on Friday at around 5.30 pm, when he was in his residence at New Kench’s Trace, three persons – Havilda Passah, Mickey Passah, Disyona Passah and others – had forcibly entered into his office without any permission and having ill intention.
He also sought action against them for their allegedly criminal trespasses and attempt to murder him at his residence.
Haviva also categorically denied Shullai’s allegation that the incident was “politically motivated” to tarnish his image by saying that she is purely from a business family and is in no way active in politics.
On the other hand, she however said that her mother was the right hand person of the MLA and had been working very hard for him. According to her, both the families were also very close with each other but sadly the incident had turned the relationship otherwise.
