SHILLONG, April 07: Opining that there are anomalies in the issuing of Schedule Tribe (ST) certificates, KHADC executive member in-charge Elaka Latiplang Kharkongor on Friday said that the KHADC should be the authority vested with the power of issuing these certificates if the process is to be streamlined from the grass root level
“The state government should consider transferring back the issuing of ST certificate to the district council,” said Kharkongor.
Highlighting the recent order of the Registration Authority of the KHADC which declared two siblings, who had already obtained ST certificates as “non-Khasis” in a petition filed by HYC general secretary Robertjune Kharjahrin last year, Kharkongor said if the power of issuing the ST certificate is transferred to the KHADC, it will ensure detection and prevention of such attempts.
“This is not a single case. There are many such cases where non-indigenous persons are taking a Khasi title and applying for ST certificate besides availing benefits like job reservation as tribals,” he claimed.
He also informed that the issuing of ST certificates is under the purview of the district council but due to unknown reasons, in the late 1970’s it was later taken over by the state government. “The previous executive committees of the KHADC had demanded the state government to look into the matter,” he said.
“We will again take up this issue with the present EC for reiterating the Council’s demand to the state government,” he said.
In this regard, Kharkongor also underscored the importance for Khas Clans to register themselves with the Council so as to avoid such cases.
