Dorphang nabbed from Guwahati, remanded to 5 days police custody

SHILLONG, Jan 07: Mawhati legislator, Julius Dorphang who has been on the run for the last 11 days was finally nabbed by Meghalaya Police from the Inter State Bus Terminal (ISBT) in Guwahati, late on Friday night.
Brought to Shillong on Friday itself, Dorphang was produced before a local court here on Saturday afternoon after which he was remanded to five days police custody.
Dorphang was booked under the Prevention of Children from Sexual Offences (POCSO) Act after he was blamed for sexual assault of a 14 year-old girl last month in a sex racket that has many prominent people involved.


District and Session Judge, E Kharumnuid remanded Dorphang, an Independent legislator who is supporting the ruling Congress in the state, to five days police custody after he was produced in the afternoon.
Dorphang was arrested past 11 o’clock on Friday night from the Inter State Bus Terminus in the outskirts of Guwahati city in a joint operation with the Guwahati Metro police and was brought here early in the morning, SP City Vivek Syiem said on Saturday.
With Dorphang’s arrest a total of seven of the eight people named by the girl in her statement to the State Commission for Protection of Child Rights have been arrested by police.
On Friday the police arrested Sandip Biswa, the driver, who ferried the minor girl to the guest houses owned by Home Minister H D R Lyngdoh’s son and other guest houses in the city.
The police have also intimated Speaker Abu Taher Mondal about the arrest and the details of the cases pending against the legislator for which he will be chargesheeted with, the SP City said.
The state police first booked the legislator on December 24 at Laitumkhrah PS in the city.
He was booked under section 366 (A) of the IPC and registered with section 3 (a)/4 of the Protection of Children from Sexual Offences Act (POCSO Act) and under section 5 of the Immoral Trafficking Prevention Act (ITPA) for his alleged role in sexually assaulting and also from taking her from one place to another respectively.
Dorphang has another FIR filed by the SCPCR in Ri-Bhoi district based on a statement of the victim that she was also sexually assaulted at a guest house in that district, the police officer said.
The police have also moved court that another section 5(c) of the POCSO Act be added since it was a penetrative sexual assault committed by a public servant.
The sex racket came to light after an employee of a guest house owned by senior Congress leader and the incumbent Meghalaya Home Minister’s son was arrested for pimping the victim last month.
The victim was rescued from near the guest house and brought to the police station where she named all those involved in pimping her.
The SP City has however, said that more arrests will follow as the investigation is on.
