EIILM University VC arrested for issuing fake degrees

Gangtok, May 07: The Sikkim police has arrested three higher ranking officials of the Eastern Institute for Integrated Learning in Management (EIILM) University on charges of issuing fake degrees to students in lieu of money. The arrested persons, Vice-Chancellor (VC) O.B. Vijayan, Registrar Dr. Alok Bhandari and Controller of Examinations V. Dahiya were held from EIILM’s Jorethang office, South Sikkim by a police team following a raid.
Police sources told that the trio were arrested and bought to Gangtok Police station here Monday evening.


Amidst complaints against EIILM for issuing fake degrees, the Sikkim Police found out that a certificate issued to one Manjit Kaur of Karnal, Haryana in 2011 was fake. Additional District Collector, South had filed a police complaint regarding the case at Gangtok, but the arrests could not be made due to lack of evidence.
However, on Monday, the trio was arrested on the basis of evidence possessed by the police. The certificate in question issued in 2011 was under the police scanner and an RTI reply further confirmed the doubt. It was found that Kaur secured a teaching job with the M.Ed degree issued by the University, which neither had the Education department nor the approval to offer the course.
Cases under IPC Section 467, 468, 471, 120B and 181 have been registered against Vijayan, Bhandari and Dahiya and are currently in police custody at Gangtok.
Last September, the South District Police had raided the university’s Jorethang campus over numerous allegations including issuing certificates to students of illegally opened centres outside Sikkim. It was also accused of running courses not approved by the UGC and giving pass certificates to students who failed.
Since the raids, the Registrar and Director of EIILM University were absconding who however surrendered after some days. A month later in October, the Sikkim High Court granted anticipatory bail to the five accused persons namely Alok Bhandari, Amita Bhandari, Mini Juneja, OB Vijayan and V. Dahiya.
EIILM University, Sikkim has around 336 centres of the university all over the country including West Bengal, Assam and other Northeastern states. The state legislative assembly had accorded it as a private state university in 2006 and got the Sikkim Governor's assent.
